In January 2013, the Chairman of the Joint Chiefs of Staff CJCS and Secretary of Defense rescinded the 1994 Direct Ground Combat Definition and Assignment Rule DCAR that excluded women from assignment to units and positions with the primary mission to engage indirect ground combat. The CJCS and Secretary of Defense mandated that the services develop and implement validated, gender-neutral occupational standards for currently closed units and positions with the goal of opening those units and positions by January 1, 2016 Dempsey and Panetta, 2013.In fiscal year FY 2012, the Air Force, with RAND Corporation support, established a process to identify and validate gender-neutral tests, standards, and physical requirements for the seven specialties affected by the elimination of DCAR Combat Controller CCT, PararescuePJ, Tactical Air Control Party TACP, Special Operations Weather Team SOWTEnlisted, SOWTOfficer,1 Special Tactics Officer STO, and Combat Rescue Officer CRORobson et al., 2017. Collectively, these specialties are referred to as battlefield airmen BAspecialties. In FY 2014 and FY 2015, RAND was asked to once again support the Air Forces validation efforts.
