Any final peace accord between the Afghan government and Taliban insurgents is expected to involve some restructuring of the Afghan security institutions, some amalgamation of Taliban elements into the national army and police, and some number of fighters on each side released from service and transitioning back into civilian life. Implementation of any Afghan peace agreement will be a multiyear effort. Disarmament, demobilization, and reintegration DDR are likely to result from rather than lead in the process, because disarmament in the presence of an armed adversary requires a level of trust that can only be built over time.
