Abstract:
In this report we review the cyber and electromagnetic activities CEMA threats and attacks that can impact human performance. We then use the available data to translate these impacts, as best we can, into algorithms that can be used in human performance models. Since many of the threats, attacks, and impacts are dependent on the context of their use and what or who is targeted, we provide a framework for the development of scenarios for building and exercising human performance models that incorporate the CEMA threats, attacks, and impacts, with a focus on cyber defense operations and the cyber defense analyst.
