This report documents research and analysis conducted as part of a project entitled Strategic Framework for Army Capabilities and Capacity FY15FY19, sponsored by the Director of Program Analysis and Evaluation, Office of the Deputy Chief of Staff, G-8, U.S. Army. The purpose of the project was to help the Army refine a repeatable, defendable approach to identifying strategic requirements for Army forces and support high-level decisions regarding force structure, readiness, modernization, and personnel to help the Army inform defense strategy and program development. This research was conducted within the RAND Arroyo Centers Strategy, Doctrine, and Resources Program. RAND Arroyo Center, part of the RAND Corporation, is a federally funded research and development center FFRDC sponsored by the United States Army.
