In 2014, Russias bloodless annexation of the Crimean Peninsula and its support of a separatist uprising in eastern Ukraine shattered the notion that Europe was peaceful and secure. It became clear that Russian President Vladimir Putin would use force to maintain Russias influence in its near abroadthe former Soviet states except the Balticsto undermine the North Atlantic Treaty Organization NATO, divide Europe, and reduce U.S. dominance of the international order. Consequently, for the first time in several decades, NATO began to seriously grapple with how to deter and defeat aggression in its backyard.
