Abstract:
Recent reports published by the U.S. Office of Personnel Management have shown underrepresentation of Hispanics in the federal government in comparison to the U.S. civilian labor force. These reports have also shown that, in comparison to other executive departments in the federal government, the U.S. Department of Defense DoD has one of the lowest proportions of Hispanics in its workforce. These reports suggest that Hispanic underrepresentation requires additional consideration in DoD but do not sufficiently consider what might contribute to limited DoD employment of this group. This volume of online appendixes report augments a report that provides information that might assist DoD in addressing Hispanic under representation in its civilian workforce. It describes analyses that agencies have used for assessing barriers to employment in the federal workforce and includes barrier analyses that we conducted to assess Hispanic representation in DoD. It also includes results of an innovative new analytic option to determine whether certain workforce characteristics might influence Hispanic representation, and it includes analyses examining Hispanic representation among USAJOBS applicants to DoD. Further, the report includes information from interviews we conducted to examine practices in place in DoD and other federal agencies for recruitment of Hispanic civilians and information from interviews conducted with hiring managers within DoD that addressed perceptions of Hispanic employment and ideas for promoting the employment of this group. Finally, the report makes recommendations based on these analyses. The bibliography for the appendixes can also be found in the main report.
