Abstract:

Irregular warfare IW2 has been a primary focus of the U.S. military since the attacks of 911. Nearly three-quarters of active-duty U.S. Air Force USAF personnel have joined the service since that time,3 and many have limited experience in supporting operations other than IW. Although the nation continues to be engaged in IW operations, the 2014 Quadrennial Defense Review and recent USAF vision signal that the USAF must also be prepared to support a broader range of operations. The deputy chief of staff DCS for intelligence, surveillance, and reconnaissance ISR asked the RAND Corporation to recommend steps the USAF can take to provide intelligence analysis that supports a broader range of potential service and combatant commander needs.
