Abstract:
This is the first in a series of reports on the impact and implications of the Ukraine crisis on European security. This paper examines European vulnerabilities to various forms of possible Russian influence, pressure or coercion. For the purpose of this report, vulnerability is defined as a situation in which Russia has the capacity to exert political, economic, or military influence over European policy in ways that constrain European freedom of action and policy choices. Subsequent reports will examine Russian intentions and vulnerabilities, analyze possible reactions from the West to Russian policy, and recommend American and NATO policy responses.
