Over the years, the relationship between the Assistant Secretaryof the Air Force, Manpower and Reserve Affairs SAFMR andthe Air Force Deputy Chief of Staff for Manpower, Personnel,and Services AFA1 has ebbed and flowed, and the divisionof work including work content and work processes betweenSAFMR and A1 has been fluid. Much of this appears to besituationally driven by the expertise and personalities of theleaders of the two organizations, as well as the quantity and qualityof the staffs that they lead.
