Strengthening Strategic Stability with Russia

Renewed tension in U.S.-Russian relations has raised concern about strategic stabilitydefined herein as the overall risk of strategic nuclear exchange. This paper identifies key factors contributing to an overall decline in strategic stability, examines Russian views on the subject, and offers an initial assessment of prospects for ensuring that strategic stability does not erode further. Although the risk of strategic exchange between the United States and Russia remains low, it may be increasing. Unfortunately, the means of reversing the decline in strategic stability appear limited at present. Both the United States and Russia need to take the issue seriously.
