To project power globally in todays increasingly dynamic environment, the U.S. military requires more efficient and expeditious fielding of technologically superior capabilities. In todays environment, it is commonplace for private industry to be the first to develop and deploy technologies that can be adopted for defense systems. The result is that the Department of Defense DoD is largely a consumer, seeking secondhand access. DoD acquisition strategies have gradually evolved, progressively incorporating some creative approaches for acquiring emerging technologies, and improving response time to address urgent operational needs.
