Historically, reforming an army has been an expensive endeavor. In addition, the process of reform is usually a peacetime issue. In 2014, the Ukrainian Armed Forces UAF found itself in a position where it had to fight and reform simultaneously. Moreover, the Ukrainian government set an ambitious goal to integrate with NATO in 2020, so the UAF is reforming to the NATO standard. This research presents analysis of the progress that the UAF has made during the war fighting years of 2014-2016 and the gap between the UAFs current state and its desired state of NATO integration. Finally, it offers suggestions for quick and inexpensive reforms that demonstrate the UAFs commitment towards NATO, while avoiding significant impacts on the war-strained economy of Ukraine.
