This paper describes a three-part CC-DC-DE solution to USAF C2 challenges in A2AD environments. This three-part solution includes the addition of a Regional Air Component Commander subordinate to the Theater JFACC, the physical distribution of USAF theater C2 systems, and the implementation of an adaptable Air Tasking Cycle. This solution will be explored over five sections in this paper. Sections one and two will frame the A2AD problem, and then review research and historical solutions to A2AD challenges. The focus of discussion will be in the third section when the CC-DC-DE solution is described at length. A counter argument against this solution will be proposed in section four and discussion will conclude with a rebuttal in section five.
