Abstract:

This thesis seeks to answer the question Is supporting Civil Security Forces a proper mission for the Special Corps of Military Reserve for Citizen Security Squadrons CERSC in Spanish In order to answer this question the research takes two approaches. First, it strives to understand the current impact of organized crime and common criminal activity in Guatemala and analyzes how the military could provide significant support to efforts on mitigating the impact of these complex problems. Second, it provides answers to the following questions Are the Corps of Military Reserve for Citizen Security Squadrons CERSC prepared to support Civil Security Forces Do the Corps of Military Reserve for Citizen Security Squadrons CERSC have the requisite legal authority to perform this mission Research methodologies employed in this study include 1 an opinion survey submitted to the appropriate population as a previously prepared questionnaire designed to obtain statistically significant data 2 a FODA analysis used to determine strengths and weaknesses of these units and 3 an analysis based on some of the elements of the DOTMLPF construct to determine the true operational capabilities of these units.
