Abstract:

The chain of command for Major Defense Acquisition Programs MDAPs is short and straight. In most cases, responsibility and authority is limited to, and rises up, from the Program Manager, to the Program Executive Officer, to the ServiceComponent Acquisition Executive and, for ACAT ID programs, to the Defense Acquisition Executive. Other staff and organizations provide support and advice. MDAP Milestone A, B, and C reviews require the submission of an independent cost estimate. The Air Force Cost Analysis Agency prepares this estimate, called the Service Cost Position SCP for Air Force MDAPs. Cost estimators use historical cost, schedule and past-performance data and models as the basis for the SCP. The SCP presents, by budget appropriation, the forecast of a programs total lifecycle costs, aligned with its estimated program schedule. Within the Fiscal Year Defense Program, the SCP further separates estimated costs by year.
