Abstract:

When the Task Group on Limited War was formed by the Defense Science Board at its December, 1957, meeting, the Group was asked to consider the existing state of technical information bearing on limited warfare with 1. An initial objective of recommending the best next step needed to stimulate the establishment of a national program, keeping in mind 2. The ultimate objective of formulating guidelines for research and development planning. We decided to take no action on the first objective, having found that a national study under joint JCS-State auspices was already under way, and have concentrated primarily on determining what the broad outlines of a research and development program for improving our limited war capabilities should be, according to the best available existing information. In order to develop a frame of reference for research and development requirements in this area, it was considered appropriate to review 1. Estimates of the probability of occurrences and probable nature of future limited wars 2. Present and near-future U.S. limited war capabilities 3. Probable mililtary needs for future limited wars and 4. The potentials of various technical areas for producing weapons and equipment to meet these needs.
