In a memorandum dated 3 October 2008, the Surgeon General of the Army LTG Eric B. Schoomaker requested that an Ad Hoc Subcommittee of the Defense Health Board DHB be established to review the Department of Defense DoD biodefense infrastructure and research portfolio, and specifically address the following three questions Whether there is a national andor strategic defense need for the Military Service Departments MSD to own and operate an infrastructure in support of mission requirements for defense capabilities abroad and homeland for biodefense Whether the current processes are effective in transferring the results of basic biological research to advanced product development and licensure Whether the current infrastructure provides scientific or strategic return on investment for previous and current research, design, test and evaluation RDT and E efforts.
