Abstract:
This study explores the role of ethics in American arms transfer policy to determine whether the Just War traditions jus ad bellum framework can help policymakers through a complex decision-making process. The author analyzes three significant arms transfer cases involving combat aviation assets since 911, and identifies the rationale for the approval or denial of each proposed transfer. Next, the author uses the jus ad bellum criteria of competent authority, just cause, right intention, reasonable chance of success, last resort, and proportionality to analyze each case from an ethics-based perspective.
