A confluence of events caused the Navy to get very serious about energy efficiency starting around 2008. In 2008 we saw the huge spike in oil prices, to around 140 per bbl, that had the Chief of Naval Operations worried about whether the Navy could afford sufficient steaming days and flying hours to maintain readiness. The influential Defense Science Board report, More Fuel - Less Fight, was published that year, and the newly arriving Secretary of the Navy, Ray Mabus, made energy efficiency one of his top priorities -a focus he maintained throughout his eight-year tenure.
