Abstract:
The United States is an Arctic Nation with vital strategic interests in Arctic region. As the Arctic ice pack recedes additional open water leads to areas of the Arctic Ocean that are increasingly accessible and exploitable. The United States currently lacks the presence in the Arctic to protect the nations vital interests. The lack of presence calls into question the sovereignty of the United States in the Arctic region. Presence is a fundamental requirement of sovereignty. This paper addresses the basic legal requirement and the resources required to establish and maintain sovereignty in the Arctic. By establishing a permanent military base on the Arctic Ocean the United States will ensure the priorities established in the National Security Presidential Directive-66Homeland Security Presidential Directive-25 and the current National Security Strategy will be achieved.
