Abstract:
The Arctic Ocean was once an impassable wall of solid ice, but this is changing. The George W. Bush administration recognized the strategic importance of the melting Arctic and published its National Security Policy Directive-66Homeland Security Policy Directive-25 NSPD-66HSPD-25. The policy has survived a change of administrations, but suffers from lack of support to implement it. The purpose of this paper is to examine the need to address the implementation of NSPD-66HSPD-25 in a more-timely manner.
