In the OSD Study of Program Manager Training and Experience, program managers gave high marks to their acquisition training concerning Contracting Challenges. But, personal one-on-one interviews with Program Executive Officers and Program Managers caveated that by indicating that they were concerned about how to communicate, and get along with, their contracting officers KOs.
