The Military Compensation and Retirement Modernization Commission found that there is a significant risk that gains to medical readiness developed during the wars in Iraq and Afghanistan will be lost as the medical community returns to a peacetime focus on beneficiary healthcare. To prevent this loss and improve medical readiness, they provided a comprehensive recommendation to reform military healthcareincluding introducing the concept of Essential Medical Capabilities EMCs. In hearings on the Commissions recommendations, the Congress asked how EMCs should be developed and implemented. This paper provides a systematic analysis of current readiness reporting processes and gaps, and makes recommendations on how EMCs can be used to fill these gaps and how a rigorous process can be established for the development of EMCs.
