Abstract:

After having actively conducted Arctic research for many years, China now seeks greater access to and involvement in the Arctic and Arctic affairs. Chinas quest for full membership in the Arctic Council is significant. This study reviews Chinas historical activities in the Arctic and argues that recently intensified Chinese initiatives are driven by two considerations a search for natural resources and a desire to secure new maritime trade routes. The paper offers recommendations for enhancing U.S. national security interests while encouraging responsible Chinese behavior in a dynamic sphere of international cooperation.
