The importance of Integrating Human Factors Engineering with the development of Command, Control and Information Systems CCIS is discussed. It is recommended that a user-centered approach be taken to the development of such systems. The essential features of four software development approaches were reviewed. It was concluded that current approaches do not facilitate taking a user-centered approach, but new software system design methods provide may do so. The essential features of user-centered approach are outlined, and the contribution of photocopying is reviewed. An existing Human Engineering Programme Plan, US MIL-STD-46855B, is modified to provide the basis for a plan for a user-centered approach in CCIS.
