An Analysis of the Navys Fiscal Year 2016 Shipbuilding Plan

The Department of Defense DoD submitted to the Congress the Navys 2016 shipbuilding plan for fiscal years 2016 to 2045 in April 2015. The total annual cost of carrying out the 2016 planan average of about 20 billion in 2015 dollars per year over the next 30 years, the Congressional Budget Office estimateswould be one-third more than the amount the Navy has received in Congressional appropriations for ship building in recent decades. The Navys 2016 shipbuilding plan is similar to its 2015 plan with respect to the goal for the total number of battle force ships, the number and types of ships the Navy would purchase, and the funding proposed to implement its plans.
