Abstract:

This report analyzes user requirements for environmental data and develops characterizations of data base components. Preliminary concepts for data base organization and indexing are discussed, and a number of required data files are identified. The functions that the system must perform are discussed and shown in flow charts and more detailed signal flow diagrams. Major alternative system operations discussed are centralizeddecentralized operations, manualautomatic operations, and index and storage media. Trade-off analyses of these alternative are made and evaluated according to specific criteria. The results of these evaluations are then used to synthesize a set of final NEPDB system options. These options are discussed and the preferred option is recommended. A phasing of the growth of the NEPDB system is discussed with subsequent recommendations.
