The handbook presents the procedures for conducting evaluations of the effectiveness of training in training devices. Four levels of evaluation are treated Qualitative assessment, non-comparative measurement, comparative measurement, and transfer of training. Each succeeding level provides increasing rigor but also entails increased problems of coordination and cooperation with the training activity. A field trial of the method with Device 21A39, Submarine Attack Teacher, is discussed and examples of materials and procedures are given.
