This memorandum, which is based on equations and ideas coming mostly from the National Institute of Oceanography of the United Kingdom, describes a FORTRAN program to calculate the rms displacement of the sea surface from the mean sea level, the average zero-crossing period of the random surface, and some quantities related to the spectral width. The input requires the following four quantities coming from a ten-minute record of surface height as a function of time at a point the number of positive zero-crossings, the number of positive crests, the largest crest, and the largest trough.
