Abstract:
The study is directed toward a management analysis and evaluation of the DoD commissary stores. It concentrates on funding concepts, organizational structures, management practices, and operating techniques. LMIs overall evaluation of worldwide commissary operations is that these stores are essentially well managed, considering the major problems with which they are faced. Some of the problems noted are solvable within the commissary function the solution of others must be directed from higher organizational levels. The commissaries generally suffer from restrictions on personnel and lack of adequate facilities. From a management standpoint, they are experiencing some difficulties in attaining financial visibility of operating expenses paid from appropriate funds and inventory levels supported by stock funds. Further problems were evident in the physical distribution function and in store operations where the lack of adequate resources imposes difficulties. The study also addresses the functional areas of item selection, procurement, pricing and surcharge practices, in addition to those noted above. It discusses at some length the possible effects of converting commissary stores to self-supporting activities. Author
