Abstract:

This volume of the final report Methodology for System Analysis of MALLARD Communication System reports the results of Task 7 - Communication System Cost. Early in the program it was decided to produce a computer cost model in support of the Cost Methodology. This volume describes the cost model in detail and provides guidance on its use. This, together with the backup information, constitutes the Cost Methodology. Program and subroutine descriptions are also included. Part of the effort under Task 7 was devoted to the generation of a cost-effectiveness model. Methods of scoring candidate systems using the MALLARD 1 evaluation factors and of quantifying and combining scores and military force effectiveness were devised. These results are presented. Author
