This report describes the major system considerations pertinent to the evaluation of over-the-horizon radar OHR systems that propagate via the ionospheric wave mode. It will serve as a useful guide and reference for systems and operations analysts when models and methodologies are needed for an initial assessment andor general comparative analyses of OHR systems.
