Abstract:

The overall purpose of this study, conducted in the Republic of Vietnam, was to assess the trustworthiness of the inputs that go into the Hamlet Evaluation System HES. The results of this study indicate that the Hamlet Evaluation System, as a total system, is basically sound as a reporting device for the entire country and for political divisions down to the district level, and should be continued. A distinction is made, however, between security and development factors. It is the conclusion of this study that the HES is a reasonably reliable method of estimating security trends. The interjudge reliability of the development factors is less clear.
