Abstract:

The central difficulty in attacking the problem of planning comprehensive scientific and technological programs at the agency levels in government, for example, stems from the absence of a comprehensive display of the ongoing national economic and social program. One possible approach to the problem may be via a concept for projecting program vectors upon mission vectors. This concept, along with a demonstration of methodological application, is the subject of this paper. Since the concept and proposed methodology represent a projection of work programs upon missions or program requirements, they may also, in effect, serve as a tool for measuring the degree to which total organizations communicate. In this connection, the paper demonstrates via a hypothetical experiment how one may determine in a quantitative manner the degree to which communications exist between the management of an organization and the organizational performers.
