A series of computational techniques is described for choosing among alternate research and development proposals at various stages of the RDT and E continuum. Separate techniques are presented for assisting the decision maker at the entry to the research 6.1, exploratory development 6.2, advanced development 6.3, and engineering development 6.4 stages of the RDT and E continuum.
