The Evaluation of Alternative Naval Regional Procurement Office Configurations.

The study evaluates the effect of substantially altering the operation of a Naval Regional Procurement Office. Of prime concern is the impact on the annual cost to the Navy as a whole if the various Naval activities, presently supported by a NRPO, were required to carry out some or all of the procurements currently performed for them. Three alternative configurations are considered and their costs compared to the present operation. The three configurations are 1 Granting of unlimited purchase authority to all of the activities, 2 Granting to all activities a purchase authority of 100,000, and 3 Granting to all activities a purchase authority of 10,000. For this study, the actual purchasing services performed at the NRPO in Los Angeles during fiscal 73 have been used. A queueingscheduling model was utilized which allows to estimate for each alternative the average requisition processing time as a function of the buyernegotiator staff level.
