The Development of a Methodology for Estimating the Cost of Air Force On-the-Job Training.

The Air Force uses a standardized costing methodology for resident technical training schools, but no comparable methodology has been available for computing the cost of on-the-job training OJT. This study evaluates three alternative survey methodologies and a number of cost models for estimating the cost of OJT for airmen training in the Administrative Specialty from the 1-level helper to the 3-level semi-skilled. The final costing methodology selected for use in the next phase of this research effort should be adaptable to other Air Force specialties and skill levels. The quality of OJT and TTS graduates is compared according to several criteria and the costs per graduate are compared. Other factors are also discussed. Modified author abstract
