The report is on a three-year project entitled Electromagnetic Roughness of the Ocean Surface, 2-30 MHz. The work was concerned with using HF radio waves scattered from the sea surface primarily as a tool to measure the directional distribution of ocean wave energy. Other areas investigated were the breakdown of linear scattering theory at the high end of the HF radio band, and the use of scatter as a method to measure ocean currents remotely.
