The report presents a simple formula for the capacity of a coherent digital communication channel operating near threshold i.e., with very low signal-to-noise ratio SNR with additive noise of arbitrary probability distribution. For coherent signals in this threshold mode, a computationally feasible formula for the probability of error P sub e is given, along with a simple upper bound to P sub e. For the noncoherent threshold channel, the optimum receiver is derived for arbitrary modulations and fading. This receiver is shown to specialize to previously derived canonical forms for unmodulated signals. Author
