Abstract:
The objective of the study was to recommend definitions of the roles of Department of Defense procuring contracting officers PCOs as they pertain to their assigned missions in weapon system acquisition. It has been concluded that broad interpretation of the role of the contracting officer, as an individual separate from the program manager PM of a major defense system, is incompatible with the authority and responsibilities of the program manager PM. The report discusses the role, authority, responsibilities, and organizational location of the PCO in the program management environment. Some recommendations are made. Modified author abstract
