In view of recent criticism of the administration of military justice, and of the deterioration of court-martial jurisdiction by judicial decision, the concept of a system of military justice administered by the Armed Forces is examined. The fundamental question is whether the Armed Forces should continue to exercise court-martial jurisdiction and, if so, where should the responsibility repose. Views of the critics of the military justice system, including those views set forth in judicial decisions, were examined. Also considered were the findings of recommendations of DA and DOD committees, legislative proposals, and the personal experience of the author. Modified author abstract
