The paper reports research on models for effective officer distribution to billets in the U.S. Navy in accordance with long-standing policy for rotation. A best fit of officer supply to billet demand in accordance with the indicated rules and priorities is developed as a goal programming model. Mathematical transformations have resulted in a satisfactory computerized format. Extensions to more general multiple attribute planning and multi-period planning are suggested and discussed.
