The effect of parametric instabilities induced by waves produced in the kinetic stage of beam-plasma interactions is investigated. It is found that within a definite range of plasma parameters the oscillating two stream instability O.T.S. is capable of stabilizing the beam plasma instability at a level substantially lower than the one predicted by quasi-linear theory. This occurs because at a certain level of beam generated waves the transfer of wave energy outside the spectral region in resonance with the beam by the O.T.S. is faster than the instability growth. The consequences of this non-linear stabilization with respect to the efficiency of plasma heating in the laboratory and with respect to phenomena observed in the auroras and the type III radiobursts are presented.
