As one of several steps toward more effective personnel utilization and reduced manpower costs, the chief of Naval operations CNO established a pilot program in September 1972 to reduce ship bridge manning. The objective of the program was to establish minimum bridge watch requirements through the development and evaluation of innovative procedural changes and the introduction of state-of-the-art equipment to augment bridge capabilities. The report documents some of the major program findings and recommendations, based on subjective self-evaluations provided by the ships which participated in the program.
