Abstract:

The study examines for future counterinsurgency planning, the most effective method of eradicating the insurgent infrastructure in rural communities nominally under government control. The problem is complicated by the lack of long-established ties between peasant villages and the central government, and by the natural ties of friendship and kinship between villagers and members of the local guerilla underground. Counterinsurgency programs in Vietnam cannot solve this problem within a reasonable time-frame, because they are directed toward changing deeply rooted attitudes. The best solution is a professional police unit in each village and a district official with full authority. Author
