The Air Forces 3 billion C-5A Acquisition Program became the target of extensive Congressional criticism and news media distortion, following allegations of a 2 billion overrun made at the Proxmire Hearings on Economy in Government, November 1968. Although the allegations were later proved to have been exaggerated and the actual cost growth thoroughly explained, the damage had been done and the Air Force was compelled to reduce the numbers they were able to buy. The Congressional Hearings held on the C-5A overruns were both exhaustive and complete and all sides to the issues had adequate opportunity to present their case. The testimony of the numerous expert witnesses had appeared before the Congressional Committee provides most of the factual data for the study. Modified author abstract
