The theory of speckle patterns from diffusely scattered coherent light was examined and extended to apply to scattering by the surface of the sea. It was determined that the surface characteristics can be related to the ensemble average power spectral density of the scattered radiation. However, since measurement of the latter quantity is difficult, it would be more practical to measure the ensemble average scattered intensity distribution. It turns out that the expression obtained for that distribution is similar to that for high frequency radar backscatter.
