A decoupling procedure is given that allows multi-rowcolumn reduction of matrices with very low row density and random positioning. By allowing simultaneous operations on a large number of rows or columns, computation can be either horizontally organized to be spread across a large number of parallel processesors vectorized vertical organization for use with a pipelined machine.
