An existing theta-pinch device has been modified to produce a low density, slowly decaying, nonthermal plasma. Using this plasma as a light source, the absolute intensity of visible line radiation originating, via dipole transitions, from the upper levels of interest can be measured. These measurements in conjunction with known atomic transition probabilities directly yield the population number densities of these upper levels. Laser scattering has been used as a diagnostic tool.
