Abstract:
The paper consists of two major sections 1 A theoretical discussion of the political entrepreneur and the potentially different behavior of leadership in polyarchies or non-polyarchies and 2 an empirical section which attempts to test the hypotheses about political entrepreneurship-- particularly as they apply to different comparative political systems and most importantly as it turned out different sizes of bureaucratic systems.
